Douglas M. Duncan is the Vice President
for Administrative Affairs at the University of Maryland, College Park. He serves as the Chief Administrative and Finance Officer
of the campus. He oversees seven departments including University Human Resources, Comptroller, Public Safety, Facilities Management,
Environmental Safety, Business Services and Procurement & Supply.
Prior to his arrival at the University, Montgomery County Executive Douglas M. Duncan served an unprecedented third term as the top elected official of
Maryland's largest jurisdiction. As the chief elected official, he developed, coordinated and implemented a wide array of
initiatives on the local, regional and state levels in partnership with a broad cross section of governmental, academic, business,
labor and community representatives. As part of his responsibilities, he oversaw an annual budget of $3.9 billion and 9,000 executive branch employees.

In 1982, Duncan was elected to the Rockville City Council,
where he served for three terms, and was then elected Mayor for three terms. Since his election in 1994 as County Executive, Duncan
has provided hands-on leadership to improve educational excellence, strengthen environmental protection, fight poverty and urban blight,
and position Montgomery as an international biotechnology leader.

Doug's commitment to education includes a passion for expanding
higher educational opportunities for county residents. Throughout his term, Doug has made historic investments that have led to the
expansion of Montgomery College's Rockville, Takoma Park, and Germantown campuses. Doug played a vital role in creating the
first-of-its-kind Universities at Shady Grove Center and his leadership was instrumental in the growth of the Johns Hopkins University
Shady Grove Campus.

With his unique sense of urgency, Duncan has led Montgomery
through its transformation from a suburban bedroom community into a thriving urban center recognized for visionary land planning, its
global technology industry and vast open space and parks. Getting the job done in local government is never easy, but getting the job
done is Duncan's passion.

Doug grew up in the Twinbrook section of Rockville, Maryland,
a working-class neighborhood, home to federal employees, teachers, police officers and firefighters. Upon graduating from Columbia
University in three years, Doug worked for Montgomery County's criminal justice commission, and then spent 13 years in the private
sector working in the telecommunications industry.
